铅酸蓄电池的出口包装注意事项
常见的铅酸蓄电池的出口运输包装有两种,一种是危险品包装,一种是普通包装。使用普包的电池主要是指只有塑料外壳和内部串联铅板,而没有加入酸液的蓄电池;使用危包的蓄电池主要是指在上述电池中装有酸液,在《海运危险货物规则》中,将其危险类别定为8类,主要是针对酸液外漏产生的腐蚀性。 《出口铅酸蓄电池检验规程-SN/T0361-95》中的铅酸蓄电池是指没有加酸液的铅酸蓄电池,所以未将铅酸蓄电池明确为危险货物。
常见的有危包要求包装的铅酸蓄电池实际上是加有硫酸溶液的蓄电池,又称为富液铅酸蓄电池。考虑到胶体铅酸蓄电池中没有明显的腐蚀液溢出,不少从事出口蓄电池品质检验的人员认为,这种胶体酸铅蓄电池的包装不需按危险货物包装检验要求。
事实上,由于目前我国各口岸把握尺度不一致,以普包状态出口的胶体铅酸蓄电池在许多口岸都放行了,但也有些口岸不予放行。等货物到了口岸再提出包装不符合要求,不准装船,企业只得将货物运回,更换包装后重新出口,这给企业造成了不少经济损失。

The lead-acid batteries in the "Regulations for the Inspection of Export Lead-acid Batteries - SN/T0361-95" refer to lead-acid batteries without acid added, so lead-acid batteries are not clearly classified as dangerous goods.
The common lead-acid batteries with hazardous packaging requirements are actually batteries with sulfuric acid solution added, also known as rich liquid lead-acid batteries. Considering that there is no obvious leakage of corrosive liquid in colloidal lead-acid batteries, many personnel engaged in quality inspection of exported batteries believe that the packaging of such colloidal lead-acid batteries does not need to comply with the requirements for dangerous goods packaging inspection.
In fact, due to the inconsistent scale of control at various ports in China, colloidal lead-acid batteries exported in a general packaging state have been released at many ports, but some ports do not release them. When the goods arrive at the port and the packaging does not meet the requirements, they are not allowed to be loaded on board. The enterprise has to transport the goods back, change the packaging, and re export, which has caused a lot of economic losses to the enterprise.
