附件： 调整公告变化内容（2010/1）

1. The Exporter Registration Form is required for the first application of each different exporter. Exporter Registration Form should be approved by one of the Consulates of the Turkish Republic in the exporter country after the approval of the related country’s authorities. In case of the absence of the Turkish Republic Consulate in that country, the form will be approved by the Chamber of Commerce, which the producer company is registered in the related country. Exporter Registration Form is valid for one year.
If those declarants, who initially submitted Exporters Registration Form, approved and accepted in conformity with the procedures, present the mentioned form through filling out in accordance with the procedures specified at http://www.ebirlik.org, the Exporter Registration Form will be accepted without the need for the approval of the related country authorities.
The Undersecretariat, upon the necessity, can request the Exporter Registration Form approved by one of the Consulates of the Turkish Republic in the exporter country after the approval of the related country’s authorities and other any type of information and document.
In other words, this year if the exporter had submitted an approved and accepted Form in last year which means that the exporter is once registered at the monitoring centers in 2009, then the exporter will simply request the Form on the web page and after updating the information and printing out the Form, the exporter will sign and submit it without the need for the approval of the related country authorities or TR Consulate after February 2010.
2. The product coverage included some matresses, sleeping bags and some dyes in addition to the last years products. The list of products subject to monitoring system of 2010 is given below.

附件： 关于纺织服装产品进口登记的公告（2009/21） （参 考 译 文）
范围：
条款一
这一公告是关于在附件一中所列的海关税则号项下的纺织服装产品的进口采取登记制度进行管理。
登记制度：
条款二
（1） 本公告规定，对条款一规定范围内的产品在进口之前，必须在土耳其外贸署指定的登记中心办理登记手续方可进口。登记中心（附件二）将为进口业务制作“登记表”。
（2） 需要登记的范围内产品重量如在5公斤及以下，可视为样品，不必登记。
进口：
条款三
对于所有登记的产品，为正常清关和自由流通之需要，对所有国家的上述产品海关有权要求出示“登记表”和电子登记信息。
申请
条款四
必须准确如实按照附件格式填写申请表并递交登记中心，中心根据情况有权要求提供更多材料。
申请处理
条款五
正常情况下，申请处理需10个工作日。对于有信息虚假或不完整的申请，不予受理。
登记表
条款六
（1） 登记表有效期为90天，只能用于一次报关，使用期不能延长。
（2） 登记表不能有违于海关其他规定。
（3） 进口环节中允许与登记数据有5％的误差。
（4） 登记表不可给他人使用。
现有规定的取消
条款七
自此公告起，原2007年12月31起实施的关于纺织服装产品登记规定的官方公告（2008/21）取消。
条款八
此公告自2009年2月1日起实施。

此公告由主管外贸署的国务部长负责实施
